This is very much not a duplicate of your other question. And it is not a known issue — you are just seeing a dummy serial port as a side-effect of the troubleshooting tools of the Wroclaw cable.
What it is:
You got a serial connection with a dildo.
What do you see on your computer screen?:
Right now you see… a serial port with no data, no activity, no signals, with the correct baud rate, no numbers, no data, no text, no linefeeds, no full stops, no carriage returns, and no linefeeds.
Please remind yourself that this is not a problem. That’s what you have got.
What’s the test for this:
Go up to the Device Manager, go to Ports and Serial Ports, and find your cable. Click Properties, choose the Performance tab, and read and compare the other data in the sheet.
But here’s the really important thing, DON’T DO THIS!
You are on the wrong journey, you are headed down a false lead, and now you’re gonna need to fight for 6 hours to get to where you need to be. The journey you need to be on is: test the cable! There are SO many things that you could have done wrong. Switch off the computer, let it charge for a while, connect the cable, wait for a while, and then open your operating system.
What has happened here is this: Your cable is either damaged or damaged your computer. The result is that your computer only accepts a serial connection in debugging mode. And it doesn’t even do that right!
